宜綿（18世紀 - 1812年），清朝大臣，滿洲正白旗人，鄂濟氏，原名尚安。生員出身。由兵部筆帖式充軍機章京，轉任員外郎。從軍征金川，晉升為郎中。歷任直隸口北道、任陝西布政使。乾隆四十六年（1781年），從西安將軍伍爾泰鎮壓甘肅蘇四十三起義。乾隆四十七年（1782年），擢廣東巡撫。因為枉斷控案被革職，後來擔任烏魯木齊都統。任內將烏魯木齊所屬的六州縣等地歷年徵收的糧食和貯存的糧食分三年春季出糶，秋天再買回來補倉，還將烏魯木齊應徵地糧減半。乾隆五十九年（1794年），賑濟固關災民，被乾隆帝賜名宜綿。乾隆六十年（1795年），任陝甘總督，搜查西安府鋪戶所藏玉器。川楚陝白蓮教起義爆發，命在西安辦理糧餉。後來率軍入川，兼管四川總督事務，多次戰役失利。廣州將軍明亮革職後，他受命統軍。嘉慶四年（1799年），因為不親臨戰陣降三等侍衛。因為任內軍需冒濫，被革職發往伊犁。釋回後擢大理寺卿。嘉慶十一年（1806年）腿病複發，准其開缺。
