7 | 癸未,放宮人三百三十五人,司馬光又言:「王化之興,始於閨門,故《易》基《乾》《坤》,詩首《關雎》,前世皆擇良家子以充後宫,位號等級,各有員數,祖宗之時,猶有公卿大夫之女在宮掖者,其始入宮,皆須年十二三以下,醫工診視,防禁甚嚴,近嵗以來,頗隳舊制,內中下陳之人,競置私身,等級寖多,無復限極,監勒牙人,使之雇買,前後相繼,無時暫絶,致有軍營井市,下俚婦人雜處其間,不可辨識,此等置之宮掖,豈得為便?臣嘗念此,不勝憤惋,今陛下即位之初,百度惟新,嬪嬙之官皆闕而未備,臣謂宜當此之時,定立制度,依約古禮,使後宫之人共為幾等,有幾人若未定之時,且虛其員數,既足之後,不可更増。凡初入宮,皆須㓜年未適人者,求乳母,亦須選擇良家,性行和謹者,方得入宮,傳之子孫,為萬世法,此誠治亂之本,禍福之源,不可以為細事而忽之也」。甲申,御邇英閣,上諭內侍任守忠曰:「方日永讀講官乆侍對,未食必勞倦,自今視事畢,不俟進食,即御經筵」。故事,講讀畢,拜而退,上命毋拜,後遂以為常。上自即位感疾,至是猶未全安,多不喜進藥,呂公著講《論語》「子之所謹齋、戰、疾,因言:「有天下者,為天地、宗廟、社稷之主,其於齋戒祭祀,必致誠盡恭,不可不謹。古之人君,一怒則伏尸流血,故於興師不可不謹,至於人之疾病,常在乎飲食起居之間,衆人所忽,聖人所謹,況於人君任大守重,固當節嗜欲、逺聲色、近醫藥,為宗社自愛,不可不謹」。上納其言,為之動容俛首,後因輔臣奏事,語及公著,歐陽修曰:「公著為人恬靜而有文」。上曰:「比於經筵講觧甚善」。司馬光言:「伏見權御史中丞王疇建言,乞陛下循真宗故事,幸諸寺觀祈雨,朝廷雖從其請,而講議選日已踰浹旬,至今車駕未出,衆論狐疑,皆云事恐中輟。臣愚竊以陛下踐位已踰朞年,京城百姓未聞屬車之音,重以嚮者聖體不安,逺方之人妄造事端,訛言未息,若聞車駕一出,則逺近釋然,莫不悅喜,況今春少雨,麥田枯旱,禾種未入,倉廩虛竭,閭里饑愁,陛下為民父母,當與同其憂勞,祈禱羣神,豈可晏然視之,不以疚懐?況詔命已降,流聞四方,若復遷延乆而不出,則道路之人逾増猜惑,不若嚮時初無此議也。且王者以四海為家,故稱乘輿,或稱行在,車駕暫出,近在京城之內,亦何必拘𥌒史之言,選揀時日,忘萬民朝夕之急?殆非成湯桑林、周宣雲漢之意也。臣愚伏望陛下斷自聖心,於一兩日之間,車駕早出,為民禱雨,以副中外顒顒之望」。甲午,祈雨於相國天清寺、醴泉觀,帝乆不豫,至是士庶驩呼相慶。 |
