42  | 文成太安元年六月，詔曰：「夫為治者，因宜以設官，舉賢以任身，只故上下和平，民無怨謗。若官非其人，姦邪在位，則政教凌遲。至於郾∷濟、鼢、碲煲、月、≈、蔚、瀾、袂、採惺、檳路真等三十人，巡行州郡，觀察風俗。入其境，農不墾殖，田畝多荒，則徭役不時，廢於力也。耆老飯蔬食，少壯無衣褐，則聚斂煩數，匱於財也。閭里空虛，民多流散，則綏導無方，疏於恩也。盜賊公行，劫奪不息，則威禁不設，失於刑也。眾謗並興，大小嗟怨，善人隱伏，佞邪當途，則為法混淆，昏於政也。諸如此比，黜而戮之。善於政者，褒而賞之。其有阿枉不能自申，聽詣使告狀，使者檢治。若信清能，眾所稱美，誣告以求直，反其罪。使者受財，斷察不平，聽詣公車上訴。其不孝父母，不順尊長，為吏姦暴及為盜賊，各具以名上。其容隱者，以所匿之罪罪之。 |
