15  | 老子曰心之精者可以神化而不可說道其神化者不可說以非道𫆅人不降席而匡天下情甚於●缺字：⿰言梟呼夫呼聲可聞不過数步政令一出天下咸服也故同言而信信在言前也同令而行誠在令外也與民同憂故言至而信信以前立矣莫敢不應也與民同利故令行而誠誠以外發无有違者也聖人在上民化如神情以先之縣得彼意所應如神動於上不應於下者情令殊也夫飢者利食寒者思裘今飢者與裘寒者遺食上令旣乖下情安附也三月嬰兒未知利害而慈母愛之愈篤者情也赤子之心豈言飢飽慈母說候之情察其燥溼而恩育之夫人主撫百姓如愛赤子何憂天下不治四海不平故言之用者變變乎小哉不言之用者變變乎大哉言有言言則小言无言言則大信君子之言忠君子之意忠信形於內感動應乎外賢聖之化也言忠信由是君子夲意非有忘也故形於內而動於外雖賢聖无不從也 |
