20  | 臣源曰：由近事溯之，乾隆則準酋阿睦爾薩納之來投請兵也，盈廷喙拒，獨高宗排群議用之，遂一戎衣而定伊犁矣。土爾扈特之棄鄂羅斯來附也，盈廷喙拒，獨高宗排群議受之，並移檄鄂羅斯，剖明曲直，卒盡臣瓦剌四大部矣。由遠事溯之，康熙則俄羅斯所部東逼黑龍江，聖祖附書荷蘭，轉達鄂汗，海道往還，半載得報，遂擴索倫地數千裏矣。準噶爾請授兵六萬於鄂羅斯，聖祖移書宣示利害，絕其糾約，噶爾丹敗無可投，卒潰竄死矣。聖祖籌運於廊廟之間，而指麾嗾使於數萬裏之外，豈不在識夷情，洞敵勢哉。西藏一陷於準噶爾，再陷於廓爾喀，彼時氛惡焰熾，孰不畏道遠勞師，而兩朝深維利害，不惜深入撻伐，恢域犁庭，是以北攝準夷，西震印度。弈世而後，尚有願效馳驅之廓夷，夾攻印度之鄂部，請助海艘之島國，待我驅策，同我敵愾，故曰天下有道，守在四夷，此擊則彼應，威立則令行，事會之來，間不容發哉。 |
