《卷第三十九》
109  | 又，亭戶輸鹽得本錢，或無以給，故亭戶貧困，往往起為盜賊。其害如此，願得權聽通商三五年，使商人入錢京師，又置折博務於揚州，使輸錢及粟帛以資國用。」遂詔宋綬等與三司使、江、淮制置使同議可否，皆以為：「聽通商則恐私販肆行，侵蠹縣官。請敕制置司監造船，運至諸路，使皆有二三年之畜。復天禧元年制，聽商人入錢粟京師及淮、浙、江南、荊湖州、軍易鹽。在通、泰、楚、海、真、揚、漣水、高郵貿易者，毋得出城，餘州聽詣縣鎮，毋至鄉邨。其入錢京師，增鹽予之。並敕轉運司經畫本錢以償亭戶。」詔皆施行。 |
