51  | 減壩與滾壩不同。齊地者減。過水多。出地者滾。過水少。減壩止設河之南。滾壩兼設河之北。緣南岸自河南至江南。內有淮。更蕭碭而東。又多湖蕩。均歸淮河。下抵清口。且淮弱黃強。黃漲淮不敵。則倒灌清口而運阻。今以所減上游之水。還濟下流敵黃之用。是謂兩利也。惟是建造不同。則病息壤而滯飛挽。故必擇內有舊河。不遠即有湖蕩。外灘違大河毋二十里。毋高毋下。堅土平地以為基。左右毋浮百丈。內外毋儉百尋。硪以堅之。建堤頭似石閘。既砌金門及迎水分水。爾乃於上口迎水平地。依度排比六七鎖口樁。下口分水。亦依度排比八九樁。樁內築三合土以為壩。冬敷土三四寸。雖凝寒不裂。三合土法以熟礦灰潔之細之和以黃土二分泡鶯樟葉水熬糯作薄粥共合搗勻乘潤敷嵤治鷸厥砸運宿不滲者堅 |
