31  | 一、天下之事當謹於微，民惟邦本，尤不可忽。國家自太祖皇帝戡定中原，世祖皇帝混一海宇，黎元休息，百年於茲。爰自近歲以來，雲南土人作亂，海南黎蠻為梗，有司視為故常，不加安輯。邇者猺賊大肆猖獗，攻陷道州，殺虜官吏民庶。夫道州湖南一郡也，先此廣西之民已被其害，今復轉入內地，此其為患不細。方今天下雖號治平，然山東實股肱郡。去年河水為災，五穀不登，黎民流冗者眾，朝廷間嘗賑給，猶未克瞻。江、淮之南，民復告飢。河北諸郡，盜賊已未獲者三千餘起。夫民窮為盜，蓋豈得已，為民父母，顧將何如？豈可優游燕安，視若無事。伏惟朝廷宜急講求弭安盜賊方畧，賑救飢民長策，使海宇清謐，黎民富足，實為宗社之至計也。 |
