97  | 是年九月，奉上諭：「各省鈔關，原期通商利民，以資國用，非欲其額外多征，擾害地方。近聞各處收稅官員希圖肥己，任用積蠹地棍，通同作弊，巧立名色，另設戥秤。於定額之外，恣意多索。或指稱漏稅，妄拿過往商民拷詐；或將民間日用細瑣之物及衣帽等類原不抽稅者，亦違例抽稅；或商賈已經報稅，不令過關，故意遲延勒掯，必遂其貪心乃已。此等弊端甚多，難以枚舉。違背國法，擾害商民，殊為可惡。嗣後，各地方官員俱著洗心滌慮，恪遵法紀，務期商賈通便，地方相安。如仍有前項情弊，在內著科道官，在外著該督撫參奏，從重治罪，決不饒恕。如該督撫不參奏，別經首發，該督撫以徇情治罪。欽此。」 |
