54  | 交趾自李日尊以來，貢職已廢，朝廷□□不問，邊臣苟慢，防禁益弛。凶惡盜賊、奸蠹之民、諸配徒者，不無逋逃，頗從亡匿。亦有士人頑嚚不逞，投身亡命，赴其招進，教之治兵，助其邪計。故今乾德敢奸王命，凶黨用事，多是華人。往時遣使例抵其國，見城中無居民，府舍湫陋，茅竹屋數十百區以為軍營，兵器有弓弩、木牌、梭槍、竹槍，弱不堪用，勢不能為中國患，故遠而易之。至景德中，李氏竊此疆域，及今七十餘年，王人久不涉其地，不複知其虛實。今聞其城柵隍爎乃有數重，兵力民觽必益充足，頗□旁近占城等諸小國，事勢設施，比前為強大。而嶺南長吏猶習故常，本非經遠之才，又忽不虞之戒，狂妄輕脫，為國生事。蠻性狼哋，有不能堪，告訴不聽，投書不受，事情壅塞，積成忿恨。及其戰艦抵岸，軍鼓叩城，如入無人之境，略無交鋒之備。寇兵所至，城邑為墟，遷致貨財，系累婦女，封豕長蛇，恣其酷毒，傳聞其事，可為痛心。然此為既往之咎，方當慮將來之策，謹條九事，列於左方： |
