34  | 樞密使罷政降麻，熙寧間呂惠穆公弼因爭新法求去，王安石陰沮之，令送舍人院命詞，此恩例遂廢。按，國朝故事，樞密使以使相若節度使罷。又，樞密使帶平章事而罷為散官，則學士院降麻。若樞密使不帶平章事而以散官罷，則止舍人院命詞。考之《實錄》，太平興國六年，楚景襄罷為上將軍；皇濤迥旮呶淖、嘉趟哪晏鐨簡罷為觀文殿學士，皆不降麻。惟太平興國八年石元懿以僕射罷，太宗眷之厚，乃降麻耳。外此降麻者十八人：吳侍中、李元靖、曹武惠、王忠肅、寇忠愍、曹襄悼、錢文僖、張榮僖、楊恭毅、王康靖、夏文莊、狄武襄、王武恭、賈文元、宋元憲、張康節、富文忠、文忠烈，蓋皆以使相若節度使罷，故誕告焉。大中祥符七年，王文穆、陳文忠罷為尚書；八年，陳文忠再罷為僕射，皆降麻者，以二公悉帶平章事故也。若楚景襄等則皆不降麻。舊典明甚，豈特呂宣徽哉？況呂以觀文殿學士罷，正與田、高二公所除官同，似非介甫沮之也。淳化三年，王顯罷，蘇易簡草麻，蓋以建節之故。 |
