113  | 台灣海外天險，治亂安危，關系國家東南甚巨。其地高山百重，平原萬頃；舟楫往來，四通八達。外則日本、琉球、呂宋、噶囉吧、暹羅、安南、西洋、荷蘭諸番，一葦可杭；內則福建、廣東、浙江、江南、山東、遼陽，不啻同室而居、比鄰而處。門戶相通，曾無藩籬之限；非若尋常島嶼郡邑，介在可有可無間。值茲寇亂、風災之後，民生凋瘵，大異本來富庶面目。然風俗尚多澆惡，奸宄未盡革心；網密則傷，網疏則犯。治安之政，宜嚴而不宜寬；將安將治之民，宜靜而不宜動。 |
