38  | 宋淳化四年，詔給事中，凡制敕有所不便，準故事封駁。九年，詔停給事中，始以封駁司隸銀臺。元豐官制行，給事中始正其職，而封駁司歸門下。又詔給事中許書畫黃，不書草，著為令。元祐元年，門下、中書言後省修成，所有省、曹、寺、監條貫，以門下、中書後省為名。從之。六年，詔駁正事赴執政稟議。給事中韓忠彥言：「朝廷之事，執政所行，職當封駁，則己與執政異，當求決於上，尚何稟議之有？」詔從之。紹聖四年，葉祖洽言：「兩省置給舍，廟堂設施得以更相驗。今使舍人兼封駁，則給事職廢。」詔特旨書讀不回避，餘令互書。元符三年，曾肇言：「門下駁正中書違失。近給事中封駁中書錄黃，令舍人書讀，隳壞官制。」宣和元年，張叔夜言：「命令之出，中書宣奉，門下審讀，尚書頒行；而密院被旨，亦錄付門下省，神宗制也。今急速文字不經三省，諸房以空黃先次書讀，則審讀殆成虛設，乞立法禁。」從之。元豐寄祿為通議大夫。建炎間，因舊制置門下後省，以給事中為長官，四員為額。 |
