42  | 御史中丞劉基致仕。先是，上北巡，命基同李善長留守京師。基言於上曰：「宋、元以來，寬縱日久，當使紀綱振肅，而後惠政可施也。」上然之。基素剛嚴，凡僚吏有犯，即捕治之；宦者監工匠不肅，啟皇太子捕置法；宿衛舍人奕棋于直舍，按治之；人皆側足立。中書都事李彬骪法，事覺。彬素附善長，善長託基緩其獄。基不允，遣人馳奏，請誅彬，上可其奏。時大旱，善長等方議禱雨，而誅彬之報適至，善長曰：「今欲禱雨，可殺人乎？」基怒曰：「殺李彬，天必雨。」遂斬彬，善長銜之。上還，怨基者多訴于上前。善長亦言基專恣，語頗切。會基有喪，告歸，許之。 |
